US Rep. Robin Kelly on Tuesday became the second major Democrat to enter the race to replace retiring US Sen. Dick Durbin. Kelly’s announcement sets up a potential primary contest against Lt. Gov. Juliana Stratton, who has received the backing of Gov. JB Pritzker.

Senator Dick Durbin announced in April that he would not seek a sixth term, opening the seat for the 2026 election. Lieutenant Governor Stratton launched her campaign shortly after Durbin's announcement, quickly securing endorsements from Governor Pritzker and the state’s other senator, Tammy Duckworth.

In a video announcing her candidacy, Kelly described herself as an "underdog." She highlighted her upbringing and political journey, including her victory over a 10-year incumbent for state representative in 2002. Kelly also served four terms in the Illinois State House and held positions as chief of staff for then-Illinois Treasurer Alexi Giannoulias and chief administrative officer for Cook County under President Toni Preckwinkle.

Kelly has represented Illinois’ 2nd Congressional District since winning a special election in 2013. During her time in Congress, she has focused on gun violence and healthcare. She has been a voice for gun control measures, noting she stopped standing for moments of silence in Congress after mass shootings as a protest against inaction.

Her policy priorities include advocating for accessible healthcare, fair wages, affordable housing, and neighborhood safety from gun violence. Kelly also mentioned her support for the John Lewis Voting Rights Advancement Act. She previously worked with Durbin in 2021.

The primary contest against Stratton is expected to highlight differences, including fundraising capabilities and establishment support. Kelly reported $2 million cash on hand as of March 31, while Stratton's new Senate fund had not reported significant fundraising, though cash from Pritzker is anticipated.

Kelly is no stranger to challenging candidates supported by the governor’s political network. She chaired the Democratic Party of Illinois after defeating a Pritzker-backed candidate in 2021 but later withdrew a bid to retain the seat when Pritzker allies rallied behind state Rep. Elizabeth “Lisa” Hernandez.

Other Democrats considering a run for the Senate seat include US Reps. Raja Krishnamoorthi and Lauren Underwood. On the Republican side, US Rep. Darin LaHood has acknowledged considering the race.

A member of the Democratic National Committee, Kelly also holds allies within the Congressional Black Caucus. Her decision to run for Senate means she will not seek reelection to her current House seat, opening another competitive primary race in Illinois.
