Oregon Health & Science University and Legacy Health have terminated their agreement to merge into a single integrated health system. The two organizations announced the decision Monday, May 5, 2025.

The mutual agreement ends plans first revealed in August 2023, when the organizations announced an intent to organizations announced an intent to merge. They later signed a definitive agreement in May 2024.

In a joint statement, OHSU and Legacy Health said that after considering the "evolving operating environment," they determined the best way to meet community needs is to move forward as individual organizations.

Both health systems stated they will now concentrate on their respective strategic objectives.

The proposed OHSU Legacy Merger would have combined the state's largest health care providers, serving communities across Oregon and Southwest Washington.

The Oregon Nurses Association, which had supported the merger proposal with the goal of securing fair contracts for nurses and improving patient care standards, expressed disappointment.

The union stated the termination would not affect its ongoing efforts to organize health care workers and advocate for contracts that prioritize employees and patients.

"While we are disappointed with their decision to terminate the deal, this will not impact ONA’s ongoing work to organize frontline caregivers and fight for fair contracts that prioritize workers and patients over profits,” the Oregon Nurses Association said in a statement.
